This kind of flexibility is now possible in one system with ACE. As an example, a 1000W ACE can be set to provide 120mN of thrust during the orbit raising stage of your mission. Then on command, it can be switched to high efficiency operation with more than 1600 seconds of specific impulse. With this flexibility, ACE provides the best of both worlds.
